State Representative Krista Knudsen (R–Lake Shore) responded to a recent decision by the Ramsey County District Court, which invalidated a section of the 2024 omnibus bill. The court found that the legislation violated Minnesota’s constitutional requirement that bills address only a single subject.
In her statement, Rep. Knudsen said, “This ruling is significant. The court made it clear that the way the majority pushed through a massive, catch-all bill last session was unconstitutional. When lawmakers cram unrelated policies into one enormous bill, it silences debate, limits transparency, and undermines the legislative process. The decision sends a strong message that Minnesotans deserve better. It also raises serious questions about other provisions that were jammed into the same mega-bill, and the impacts of this case could reach far beyond today’s ruling.”
The Minnesota Constitution includes a clause intended to prevent legislators from combining unrelated issues into large bills in order to maintain open discussion and clarity during lawmaking.
