There was the same number of registered sex offenders living in Beltrami County in July compared to the previous month, according to the Minnesota Public Registrant Search.

There are 10 sex offenders registered in Beltrami County in July.

The Registry shows one of these sex offender is sexual predator. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Jerrold Ryan Kemmer	Criminal sexual conduct in the fourth degree	Offender engaged in sexual contact with an adult male victim. Contact included fondling. Past history of sexual contact with a minor female victim (age 4). Contact included fondling. Offender was known to victims.
Jeffrey Thomas Ballek	Criminal sexual conduct in the first degree	Jeffrey Ballek engaged in sexual contact with two known female children on multiple occasions over an extended period of time. Contact included sexual touching and penetration. Ballek also possessed child sex abuse images.
Richard Dean Derby	Use of minors in sexual performance prohibited	Richard Derby engaged in sexual conduct with a known female child. Conduct included recording her while instructing her to pose in a sexually explicit manner. Manipulation was used to gain compliance. At age 17, Derby also engaged in sexual contact with a known female teenager.
Tadashi David Andersen	Criminal sexual conduct in the third degree	Tadashi Andersen engaged in sexual contact with a known female teen. Contact included penetration.
Michael Warren Smith	Criminal sexual conduct in the first degree, criminal sexual conduct in the second degree	Michael Smith engaged in sexual contact and conduct with a known male toddler. Contact included penetration; conduct included exposure. Smith used his position of authority to gain compliance.
Dean Melvin Johnson	Possession of pornographic work involving minors (15 counts)	Dean Johnson possessed child pornography depicting unknown female children engaged in sexual contact.
Bruce Albert Taylor	Sexual abuse of a minor - Federal statute	Offender has a history of sexual contact with minor females (age 4, 8 & 13). The contact has included sexual touching and penetration. Offender was known to victims.
Thomas Edward Strong	Criminal sexual conduct in the fifth degree	Strong has engaged in sexual contact with male and female children. Contact included sexual touching and penetration. Strong was known to victims.
James Edward Storholm	Predatory offense, non-MN statute, possession of pornographic work involving minors, criminal sexual conduct in the first degree	James Storholm has a history of possessing child sex abuse images. Storholm also has a history of engaging in sexual conduct and contact with known female and male children. Conduct included showing one victim pornography. Contact has included sexual touching and penetration.
Joshua Tyler Ackerman	Criminal sexual conduct in the second degree	Joshua Ackerman engaged in sexual contact with two known male children on multiple occasions. Contact included sexual touching.
