Otter Tail County is home to 2 registered sex offenders in Q2

The population of registered sex offenders in Otter Tail County remained unchanged from second quarter of 2024 to first quarter of 2024, with 2 offenders residing in the area, according to the Minnesota Public Registrant Search.

The Registry shows one of these sex offender is sexual predator. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances of re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Contact included penetration. With each victim Arnett used his established relationship of trust to attain and exploit unmonitored contact. He used manipulation and coercion in an effort to maintain control.
George Joseph HeckerCriminal sexual conduct in the third degree, criminal sexual conduct in the second degree, possession of pornographic work involving minorsGeorge Hecker engaged in separate incidents of sexual contact with a known, teen-aged female. Contact included penetration. He used attention and affection to attain and exploit unmonitored access. Hecker was later found to be in possession of child sexual abuse images.
